New York City Mayor Zohran Mamdani has unveiled comprehensive plans for the development of Staten Island. He aims to increase the island's housing stock by 9.5 per cent over the next five years. This corresponds to the creation of approximately 17,675 new residential units, as detailed in a growth plan from the Department of Housing Preservation and Development (HPD), published on Wednesday.
Sideya Sherman, Director of the Department of City Planning, commented on the plans in a statement. She explained that the city is pursuing ambitious housing measures through the 'Block by Block' plan. The draft 'Fair Housing Growth Strategy' provides a framework for measuring need and understanding where growth should occur, with equitable housing at its core.
Challenges and Potential of Staten Island
Staten Island is geographically divided into three main segments: North Shore, Mid-Island and South Shore. The Mid-Island and South Shore areas have the lowest density on the island. However, residents and elected officials of the South Shore have historically resisted increased residential development in their neighbourhoods. This could present a challenging task for the Mayor.
Stuart Saft, a real estate lawyer at Holland & Knight, emphasised the island's unique potential. He described Staten Island as "arguably the most perfect place in the world," noting that one is 20 or 40 minutes from the country's largest city while feeling as though they are in New England. Saft added that he had personally visited Staten Island and found it to be "a great place."
Comprehensive Strategy to Tackle the Housing Crisis
The Mayor's plans are not limited to Staten Island. The presented draft outlines a strategy aimed at creating more housing across all five New York City boroughs. The HPD estimates that approximately 700,000 new residential units will be needed in the next decade to significantly address New York's housing crisis.
Dina Levy, Commissioner of the HPD, underscored the importance of these comprehensive efforts. She stated that every neighbourhood in every borough must contribute its part to overcome the housing crisis. Levy referred to the 'Fair Housing Growth Strategy' as a "roadmap for a more equitable and affordable city."
