L
ynchburg City Hall will be the site of several government meetings on Tuesday, including a vote on the city's real estate tax rate for fiscal 2026. The finance committee will meet at 3 p.m., followed by a work session with city council at 4 p.m. and its regular meeting at 7 p.m.
The main event is the planned vote on setting the real estate tax rate, which has been proposed to remain at 89 cents per $100 of assessed value. However, a recent property reassessment increased values by an average of 20%, meaning actual tax bills would increase if the current rate is kept. To keep tax bills roughly the same, council would need to lower the rate to 76.7 cents.
Other agenda items for the regular meeting include:
* A vote on increasing the transient lodging tax from 6.5% to 12.5% of total amount paid and from $1 to $10 per room per night, which is expected to generate about $7 million in additional income.
* A vote on rezoning three parcels on Leesville Road for a 54-unit townhome development, despite concerns over traffic and preserving low-density residential qualities.
* Consideration of appropriating $5.25 million from the capital projects fund to create a fan experience project at Bank of the James Stadium.
The finance committee will review financial reports as of the third quarter of the 2025 fiscal year, including revenue and expenses for various city funds. The council work session will focus on reviewing the draft five-year plan and the fiscal year 2026 action plan for spending federal community development block grant dollars.
