RXR, a leading real estate company, has announced significant personnel changes within its residential real estate division. Whitney Arcaro has been promoted to Chief Operating Officer, while Gerard Norcia has been appointed as the new Head of the residential division. These moves underscore the company's growth strategy in the national residential sector.
Gerard Norcia brings over 20 years of industry experience to RXR. He previously served for four years as CEO of Olmstead Properties, where he managed a $4 billion residential and mixed-use platform across the Northeast, Sun Belt, and West regions. At RXR, Norcia will work closely with Arcaro to drive further growth of RXR's expanding residential business. This includes investment, development, asset management, and capitalisation solutions on a national scale.
Strategic Expansion into Key Markets
Although headquartered in New York City, RXR's residential investment and development activities extend far beyond the greater New York area. The company focuses on regions that RXR CEO Scott Rechler refers to as "eds, meds, and well-led." This theory prioritises investments in areas with leading educational and healthcare institutions, public investment, and a business-friendly environment. To date, RXR's residential business has expanded to a total of 11 gateway markets in states such as Arizona, Florida, Colorado, California, and North Carolina.
Rechler explained that the company has pursued a clear thesis for years: to invest where talent, employers, and public investment converge. He emphasised that Gerard Norcia brings the investment discipline, market knowledge, and leadership experience to scale this national strategy and expand the residential business to achieve positive results for investors and partners.
The current strategy includes a $5 billion residential portfolio with over 8,000 units, a development pipeline of 2,800 units, and over $2 billion in structured residential transactions in the last 30 months alone.
Long-standing Connections and Future Goals
Before his tenure at Olmstead Properties, Norcia led portfolio strategy and asset management for J.P. Morgan's Global Real Assets platform for nearly a decade, with a focus on the Northeast. His paths first crossed with RXR there in the early 2010s, when both companies were partners in a joint venture for a property.
Gerard Norcia expressed his delight at the new position and highlighted the competencies of Whitney Arcaro, who previously served as Chief Revenue Officer for the residential division. He described Arcaro as one of the smartest and most owner-oriented investors he has worked with, praising her team-playing abilities.
Norcia's main goal will be to scale the residential business, including strategic direction in identifying new markets and developing expansion opportunities. He will also oversee the entire lifecycle of new investments, from land acquisition through stabilisation and financing to asset management and ultimately disposition.

RXR President Michael Maturo emphasised that the company has been growing its residential business for a decade, starting in the New York Region markets. The appointment of a manager of Norcia's calibre will support the next phase of growth.
