Stamp Duty Land Tax for the purchase of an average property in the UK has risen by over 100% in the last ten years, according to an analysis by the accountancy firm Blick Rothenberg. Over the same period, property prices only increased by 28%.
Blick Rothenberg's study reveals that the frozen tax thresholds have created a fiscal effect known as 'Fiscal Drag'. This mechanism causes a larger proportion of each transaction to fall into higher tax brackets, even if real price increases are moderate. This development represents a significant additional burden for buyers in the British property market.
The Impact of 'Fiscal Drag'
So-called 'Fiscal Drag' occurs when income or, as in this case, transaction thresholds for tax calculation remain unchanged for an extended period, while inflation and moderate price increases raise the nominal values of assets. As a result, more and more transactions or incomes are automatically shifted into higher tax bands, without the actual purchasing power or asset value having increased to the same extent. For the property market, this means that even with only a 28% rise in property values, buyers face a doubled tax burden.
This discrepancy between the increase in property prices and the Stamp Duty Land Tax burden has far-reaching consequences for property affordability in the UK. Despite the comparatively moderate increase in property values, transactions have become disproportionately more expensive due to fixed tax rates. The study suggests that this tax development has become a decisive factor in the overall financing of property purchases and that further analyses of this dynamic are necessary.
Experts at Blick Rothenberg point out that policymakers should review the structure of Stamp Duty Land Tax to ensure a fair and sustainable burden for property buyers.
