Burlington Stores, previously known as Burlington Coat Factory, is expanding into the Brooklyn Navy Yard. The retailer has finalised a lease for 31,717 square feet of retail space at 25 Navy Street, according to city records filed on Tuesday evening. The opening is scheduled for autumn 2027.
The two-storey development, which is still under construction between Sands Street and Flushing Avenue, adjoins the Admirals Row shopping centre, an 8-acre mixed-use campus realised by Doug Steiner's development arm, Steiner NYC, and includes a retail section anchored by Wegmans.
Burlington's lease on Navy Street comprises 11,385 square feet on the ground floor and the entire second floor, measuring 20,332 square feet. With Burlington's impending arrival, 7,000 square feet reportedly remain available, according to marketing materials. Doug Steiner, CEO of Steiner NYC, expressed enthusiasm about the new tenancy, describing Burlington as a "fantastic off-price retailer".
Details of the Transaction and Lease Terms
Jason Pennington and Ben Weiner from Ripco Real Estate represented Steiner in this deal, which provides for a ten-year term with extension options. Cliff Simon from CNS Real Estate negotiated on behalf of Burlington. The exact rent was not disclosed. However, average asking rents in nearby shopping corridors in Downtown Brooklyn for the first half of 2025 were $190 per square foot, according to the latest retail data from the Real Estate Board of New York for Brooklyn.
Burlington has demonstrated significant expansion over the past 18 months. In May 2025, the company took over 45 leases from the insolvent fabric retailer Joann, including a space at 535 Fifth Avenue in Manhattan. In October 2025, Burlington leased an additional 43,000 square feet in the planned 72-22 Broadway development project in Jackson Heights, Queens, and recently opened a store at 54-23 Myrtle Avenue, part of a mixed-use tower development in the Ridgewood neighbourhood of Queens.
The Environment at Brooklyn Navy Yard
Burlington's new neighbours in the Brooklyn Navy Yard include New York City's first 75,000-square-foot Wegmans Supermarket, a City MD urgent care clinic, a Wells Fargo branch, and the liquor retailer Fresh Direct Wines and Spirits. The shopping centre also offers 250 parking spaces and its own underground car park.
Admirals Row, situated just one block east of the Brooklyn-Queens Expressway and near the Brooklyn Bridge, is considered an outstanding result of Steiner's efforts to redevelop the Brooklyn Navy Yard. In addition to the retail spaces, Steiner NYC realised more than 350,000 square feet for light industrial and office spaces, which are leased to the Brooklyn Navy Yard Development Corporation. Steiner Studios, a 580,000-square-foot film production facility owned by the developer, is located at the other end of the former shipyard. Steiner NYC is continually expanding its presence in Northwest Brooklyn, most recently acquiring The Hub, a 55-storey residential tower in Downtown Brooklyn, for $419 million in March 2025.
