Cities and municipalities in Germany have shown considerable interest in the federal programme "Adaptation of Urban and Rural Areas to Climate Change". This mechanism aims to support investments in green and open spaces to better prepare them for the impacts of climate change. The relevance of such measures is underscored by the increasing frequency of extreme weather events such as heatwaves, droughts, and heavy rainfall, which necessitate a future-proof orientation of municipal infrastructures and planning.
A total of 326 project proposals were submitted for the fifth tranche of the federal programme. These represent a cumulative investment volume of EUR 928 million. The resulting funding requirement from municipalities significantly exceeds the federal funds of EUR 80 million made available for this specific tranche. This signals a widespread need for financial support for climate-resilient infrastructure measures at the municipal level.
Necessity and Programme Orientation
The Federal Ministry for Housing, Urban Development and Building, which has been implementing the programme since 2020, focuses on strengthening the resilience of municipal infrastructures and public spaces against the consequences of climate change. A primary focus is on the expansion and consolidation of what is known as blue-green infrastructure. Both vegetative and structural investments, as well as preparatory and accompanying measures in urban and rural green and open spaces, are eligible for funding. The objective here is to preserve and further develop the vitality and functional diversity of these areas.
From the perspective of the Federal Ministry, the high demand underscores the urgency of climate adaptation measures. Verena Hubertz, Federal Minister for Housing, Urban Development and Building, stated that climate adaptation is not a future need, but a current one. The strain caused by heatwaves, the closure of public squares during extreme temperatures, and the impact on vulnerable population groups such as children, families, and older people illustrate this acute need for action. The federal investments serve to support municipalities in creating more green spaces, optimising water retention, and designing liveable public spaces.
Process and Outlook
The deadline for submitting municipal project outlines ended on 03 July 2026. The Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR), which is responsible for implementing the programme, is currently conducting a technical and formal review of the submitted project outlines. The final decision on the selection of funding projects will be made by the Budget Committee of the German Bundestag. This highlights the political significance and strict control of fund allocation in this context.
