The signing of the lease agreement for the future Lower Bavaria Administrative Court took place in Plattling. Minister of Construction Christian Bernreiter and Minister of the Interior Joachim Herrmann sealed the agreement for the future court location, which will be established in the former post office building at Bahnhofsplatz from 1 July 2028. The Free State of Bavaria will lease the building, thereby following the principle of “Leasing instead of Building” adopted in April 2026.
In this regard, Minister of Construction Bernreiter explained that an independent administrative court for Lower Bavaria represents a core element of the “Heimatstrategie” (homeland strategy) and is of great importance for the entire region. He also pointed out that Plattling offers optimal conditions for this. The signing of the contract was considered an important step towards strengthening Lower Bavaria as a judicial and administrative location, guaranteeing short distances for citizens and citizen-friendly administration. This underscores the commitment to equivalent living conditions in Bavaria.
Seven chambers with approximately 50 positions will be established in the future administrative court. Minister of the Interior Herrmann described the signing of the lease agreement as a significant milestone for the Bavarian administrative judiciary. He confirmed that with the establishment of this administrative court, all seven administrative districts will in future have their own administrative court. Plattling is characterised by its central location in Lower Bavaria and advantageous transport connections. This will create local employment opportunities and establish accessible, efficient legal protection on site.
The location of the court in the former post office building directly at the railway station is considered ideal. Accessibility from the administrative court in Regensburg is ensured, as are the short distances between public transport and the court building. The project near the railway is considered challenging due to necessary replanning and clearance procedures in the railway area. The current design outlines a modern and functional building that is intended to offer workplaces for qualified administrative judges and administrative staff.
The leasing of the building is in line with the “Leasing instead of Building” principle adopted by the Bavarian Cabinet in April 2026. This strategy signals a new approach by the state government to housing state authorities. The aim is to use existing spaces and buildings more efficiently. If no suitable premises are available in state ownership, offers from the open market will be prioritised. By leasing, the Free State expects to save time and resources compared to undertaking its own construction projects. This concept is intended to ensure rapid responsiveness and increased efficiency, particularly with regard to the regular need for office space. However, the Free State reserves the right to continue building itself in exceptional cases, especially for outstanding or specialised projects.
