The US federal agency General Services Administration (GSA) has appointed long-standing property consultant Mark Weiss as Commissioner of the Public Buildings Service (PBS). Weiss, who most recently served as Executive Vice Chairman at Cushman & Wakefield, thereby takes leadership of one of the most extensive real estate portfolios in the United States.
In his new role, he is responsible for the civilian building stock of the US government. The Public Buildings Service manages around 8,500 federally owned properties as well as leased premises with an aggregate area of approximately 360 million square feet. The portfolio includes traditional office complexes, courthouses, border stations, and listed federal buildings.
Four decades of industry experience and an urgent maintenance backlog
Weiss brings 42 years of professional experience in the commercial property sector to the office, including the past decade at Cushman & Wakefield. His primary focus was on office leasing and strategic advisory services for companies across the financial, legal, healthcare, technology, and industrial sectors.
The new agency head stated that the core mission of the PBS is to provide economical, efficient, and operational workspaces so that federal agencies can deliver their service to the American public. He announced plans to implement the directives of the Trump-Vance administration and safeguard the integrity of the federally owned property portfolio.
His assumption of office comes at a challenging juncture for the federal agency. The GSA currently faces an accumulated maintenance backlog of approximately $50 billion and is seeking improved access to financial resources. Furthermore, the agency advocates raising the threshold for construction and lease prospectuses requiring congressional approval from the current $4.1 million to $75 million, in order to noticeably accelerate bureaucratic procedures.
Further personnel appointments at GSA executive level
Brad Kreiger, Co-Chief Executive for the Americas at Cushman & Wakefield, commended the move, describing the opportunity to serve the country as an outstanding honour for Mark Weiss. At the same time, GSA Administrator Edward Forst announced another appointment: Jennifer Hill has been named Commissioner of the Federal Acquisition Service.
Hill, who previously held executive positions at Goldman Sachs and Bank of America, where she served as chief financial officer of Bank of America Merrill Lynch, will head a division with a procurement volume exceeding $100 billion and around 16,000 participating companies. Her remit encompasses procurement and technology services for more than 80 federal agencies, with the aim of processing purchases more quickly, efficiently, and with greater security against manipulation in the future.
