Demand for data centres continues to rise, but a new player has entered the development process. This player does not appear in a capital structure, does not sign leases, but influences outcomes as much as capital, land, and power – the anti-data centre movement is evolving from a fringe phenomenon into an organised, informed, and increasingly effective force.
Take Missouri, for example; while there are relatively few organised opposition groups there, they nonetheless command more members than in any other state in the country – more than triple the next closest state. Few in number, enormous in reach. This is not a spontaneous grassroots movement, but an organised constituency operating with real discipline.
Another example is Utah, where Kevin O'Leary's Stratos data centre project was originally planned to cover an area roughly twice the size of Manhattan. After weeks of resident protests and a formal letter from the state Senate President, the company reduced its footprint by three-quarters. Management conceded that the rollout had been mishandled from the start. This is not a story about a single developer's mistake; rather, it is a story about what a coordinated player can do to a fully funded project today, regardless of its economic viability.
Altered Permitting Processes
Nationwide, projects are being delayed, restructured, or cancelled, not because demand is weak, but because resistance is strong. Local groups are coordinating across states, sharing strategy papers, and learning to influence zoning committees, utilities, and elections. More than 100 local communities have already independently imposed moratoriums, without a central campaign to coordinate these efforts.
What began as isolated project-level resistance has evolved into a broader network of communities comparing experiences, strategies, and outcomes. This is not a temporary phase, but a structural shift in how infrastructure projects are approved. For years, data centre development followed a familiar pattern: secure land, arrange power supply, navigate permitting, and implement. Community involvement, while part of the process, was rarely the decisive factor. This model is no longer valid.
Adapting to the New Reality
Today, a project can meet all technical requirements and still fail if it does not meet a new threshold of public acceptance. Opposition groups are not just reacting; they are acting proactively. They organise before applications are submitted, not after. They understand the system. They appear at planning meetings, request public records, challenge permits, and mobilise voters. In some cases, they shape local elections around a single project. This level of coordination changes the equation and the timeline. Developers are no longer operating in a linear permitting process, but in an environment where projects can be slowed or stopped at multiple points by actors outside the traditional development stack. Ignoring this reality is no longer an option.
The industry trend has been to view this movement as an obstacle – something to be managed, mitigated, or outlasted. However, this approach misunderstands the current development. This is not resistance that will subside with better communication. It is a stakeholder group that has learned to exert influence. And like any stakeholder group, it responds to structures. Projects that approach development as a closed process tend to provoke the strongest resistance. Projects that act early and with enforceable community benefits face a different, more manageable dynamic.

The next phase of data centre development requires treating this movement not as a barrier, but as a signal. A signal that the operating environment has changed and the project structure must change with it. Developers who understand this will plan differently. They will integrate transparency into early stages, measurably define local benefits, and treat community impact as a central input, not a late-stage adjustment. Developers who fail to do so will face increasing resistance.
This is not about giving in to resistance, but recognising that the definition of a viable project has expanded. Technical feasibility is no longer sufficient. Financial feasibility is no longer sufficient. Political and social feasibility now stand alongside them as equal parameters. This reality is not unique to data centres. Energy, transport, and large development projects have already undergone similar transitions, and data centres are now entering this phase. The projects that will move forward are those that adapt to this new reality first.
