The administration of US President Donald Trump has designated 6,500 Qualified Opportunity Zones (QOZ) nationwide, 210 of which are located within the municipal area of New York City. According to the US Department of the Treasury and the Internal Revenue Service (IRS), up to 60 per cent of the urban zones are situated in the boroughs of Brooklyn and the Bronx.

At a national level, the relaunch of the support programme comprises roughly 2,200 fewer zones than in the original designations made in 2016. Across the entire State of New York, 430 zones were declared, meaning almost half are accounted for by the metropolis. The announcement of the new incentive framework came just days after the US midterm elections.

Tax incentives for structurally weak neighbourhoods

US Treasury Secretary Scott Bessent stated that the programme had been permanently renewed and strengthened by the working families tax reform. He noted that this provides investors, entrepreneurs and local decision-makers with the planning certainty required to direct private capital into neglected communities over the long term, create jobs and stimulate economic growth.

Opportunity Zones are geographically defined areas in which property developers can take advantage of significant tax concessions. These reliefs are specifically intended to drive forward urgently needed housing construction in underserved neighbourhoods.

Economic viability remains the benchmark

Industry representatives, however, stress the limits of purely fiscal steering mechanisms. Adam Sanders, a real estate lawyer at the law firm Rosenberg & Estis, underlined that tax incentives alone will not suffice to resolve the nationwide housing shortage sustainably.

While the concentration on Brooklyn and the Bronx highlights clear investment potential, a tax relief does not automatically make a project profitable per se. Developers still need to calculate construction costs, financing terms and overall profitability meticulously. The designation as an Opportunity Zone could, however, give schemes the decisive commercial edge needed to enable their realisation in the first place.

The directory and the zone maps have been released by the federal authorities. The new designations officially take effect on 1 January 2027.
