Construction work for the first phase of the US Air Force's Aerial Port of Debarkation (APOD) at the Polish Wrocław-Strachowice Airport is being carried out by PORR as general contractor. The project, contractually agreed for completion in 2029, is being executed on behalf of the Regional Infrastructure Administration Authority in Wrocław.
The total contract value amounts to approximately EUR 100 million, which corresponds to around 438 million Polish Zloty. Within the next three years, one of a total of four planned logistics bases that Poland is constructing to support US forces will be built at Wrocław-Strachowice Airport. The APOD Wrocław-Strachowice is designed as a military air cargo handling base, enabling the reception and processing of personnel, equipment, and material.
Strategic Importance and Project Scope
The basis for this infrastructure project is the Enhanced Defense Cooperation Agreement (EDCA) between Poland and the United States. The new infrastructure is intended to strengthen the region's defensive capabilities and improve the logistical and operational possibilities for troops stationed in Poland. This underscores the project's relevance for the regional and international security architecture.
As part of the APOD's realisation, PORR is responsible for implementing five specific components. These include essential infrastructure elements required for the operation of a military air cargo handling base. The completion of construction work and the subsequent certification of the military airport infrastructure as an integrated part of the international airport are also planned for 2029. This is intended to make the APOD fully operational for handling military aircraft.
- —An aircraft apron with four parking positions, designed for C-5 Galaxy transport aircraft.
- —Another aircraft apron with three parking positions, intended for C-130 Hercules aircraft.
- —Taxiways ensuring direct access to the aprons.
- —A building for the military airport fire service.
- —An operations building for technical airport services.
Karl-Heinz Strauss, CEO of PORR, emphasised his company's long-standing expertise in the planning and construction of security-relevant buildings and airport infrastructure. He highlighted that the current project demonstrates PORR's competence in realising complex and strategically important infrastructure projects. PORR acts as a reliable partner in this endeavour, implementing a core project that is intended to contribute to strengthening security and economic development in Poland.
